Product Regulation and Metrology Act 2025

Overview

The Product Regulation and Metrology Act 2025 is a major update to the UK’s post-Brexit product standards regime. It gives the UK government powers to set national rules for how products are marketed, used, labelled, measured, and monitored. These new rules are independent of retained EU law.

This Act introduces a modernised framework that applies to a wide range of businesses involved in making, importing, selling, or certifying goods in the UK. It also reformulates how units of measurement must be used in consumer products, and gives regulators new tools to enforce safety, environmental, and technical standards.

This is a foundational piece of legislation for compliance and trade and  if your business deals with physical products, chances are it’s affected.

Key requirements:

  • New UK product rules can now be created for safety, environmental impact, accuracy, and performance.
  • Product requirements may include how goods are produced, labelled, sold online, certified, or marketed.
  • Enforcement authorities have enhanced powers to inspect, seize goods, issue notices, and impose fines.
  • Metrology rules govern how goods are measured, labelled, and sold in specific quantities (e.g. litres, kilos).
  • Fees and cost recovery provisions allow regulators to charge for carrying out enforcement or certification duties.

 

The Product Regulation and Metrology Act 2025 came into force on the 21st of July 2025 and applies to England, Scotland, Wales, and Northern Ireland.

Note: Certain products are excluded from the Act’s remit, such as food, medicines, plant protection products, and aircraft components.
